Arthur Downes was born in Thorpe Hamlet, Norwich, and was the son of Robert Downes of 3 White Entry Yard, Globe Lane, Norwich. He served during the Great War with the 1st Battalion, Bedfordshire Regiment on the Western Front from the 16th of August 1914.

Downes was killed in action on the Western Front, on the 25th of October 1914. On this date the Battalion was engaged during the Battle of La Bassée. 

Private Downes is commemorated on Le Touret Memorial in France.
