Herbert was born in Stoke Newington, London, one of at least six children of John Brown Jackson (a licensed victualler) and Charlotte Jackson. There was also at least one child from John's first marriage to Susannah Bell. He was employed as an accounting clerk at the firm of F.G.A. Povah & Others, Lloyd’s underwriters.
Herbert lived in Tottenham, and enlisted in London as Private 6291, 16th Battalion, London Regiment.
He went to France on 13th August 1916. and transferred to the Regiment’s 12th Battalion on 19th September.
Herbert died on 7th October 1916, aged 23, during the fighting at Lesboeufs, the site of intense fighting during the Battle of the Somme in 1916, with a significant battle for the village occurring on September 25.
Rifleman 473361 (7128) Herbert Rolls Jackson of the 1st/12th Battalion, London Regiment (The Rangers) has no know grave and is commemorated on Pier & Face 9C of the Thiepval Memorial in France.
He is also commemorated on the Lloyd’s of London War Memorial.
